  • Transportation:

 Waldo County Transportation Program is a full service transportation
provider serving residents of all Waldo County communities. WCTP provides non-emergency public transportation to low income, elderly and disabled people in Waldo County as well as the general public. Service is provided by bus, van and volunteer driver on a regular basis. Most of Waldo County Transportation Program's services are oriented to Belfast, but regularly scheduled trips are also made to Bangor, Rockland, Augusta, and Waterville. WCTP also operates the Belfast Shopper run which serves in-town Belfast three days per week.

  • Head Start:

Head Start offers a variety of programs for low-income families an opportunity to participate in the education, health care, social and emotional growth of their children.  Waldo County Head Start accepts applications throughout the year for children who will be 3 or 4 years old by October 15th of the school year.

 For three and four year old children there are Head Start sites in:

  • Belfast
  • Searsport
  • Unity
For four year old children there are Pre-K programs at:
  • Captain Albert Stevens School, Belfast
  • Ames School, Searsmont
  • Unity Elementary School, Unity
  • Leroy Smith School, Winterport
  • Morse Memorial School, Brooks

In addition, there are other collaboration options available for full day care to children through family based Home Start programs in Montville, Waldo, Belfast, Unity, Stockton Springs and Searsmont.   • Child Safety Seat Program: 

Is your child riding safe? Did you know that children 40 pounds and under still need to be in a seat with a five point harness? Children 40-80 pounds should be in a booster seat (high back if possible). Old or used car seats are not safe! Waldo CAP has two programs to help ensure that your child is riding safely.

Fitting Station Program: Car seat safety checks are held on the 3rd Friday of each month at the Belfast Fire Department from 9am-1pm.

Child Seat Voucher Program: Waldo CAP has free car seats available for children who need a car seat or booster seat and who's family meets the income guidelines. Seats are provided by the Maine Bureau of Highway Safety. For more information contact 338-3827 or email here.

 

 

  • Outreach and Referral:

The Outreach and Referral office is the entrance center for many of our programs as well as a resource center that connects low-income clients with dozens of community-based organizations and municipalities. This office is continuously staffed with two full-time members who serve as resource/referral agents in linking individuals and families with services, and serve as client advocates whenever necessary. The Outreach and Referral office provides home visits to those who would otherwise have no access to services particularly LIHEAP, Telephone Lifeline, Electric Lifeline, Energy Crisis Assistance, and network with the local Food Pantries and Soup Kitchens.

The Outreach office is currently taking applications for fuel assistance for the 2008-2009 winter season. To make an appointment call 338-3025 or 1-800-498-3025 or stop into the office at 9 Field Street, Belfast Center, Belfast.

  • Housing and Weatherization:

Housing and Weatherization provide a number of programs to citizens of Waldo County including: a weatherization program, central heating improvement program, midcoast home improvement program, and appliance replacement program.

  • Food / Nutrition / Health:

Temporary Emergency Food Assistance Program (TEFAP): Network with local Food Cupboards and Soup Kitchens in Waldo County to assist in obtaining food from the Department of Agriculture (USDA) to feed hungry families. For a list of the area food cupboards and pantries please click here.

 

 

Federal Emergency Management Agency (FEMA): WCAP acts as the fiscal agent with the  Federal Emergency Management Agency to help secure funding for local food cupboards and shelters. For a list of the area food cupboards and pantries please click here.

 

Child And Adult Care Food Program (CACFP): The Child and Adult Care Food PRogram is a federally funded program intended to help child care providers offer healthy, nutritious meals and snacks to children in their care in support of healthy growth and development.

 

 How it works: Licensed or legal unlicensed childcare providers receive monthly reimbursement for up to two meals and one snack or one meal and two snacks per day for each child in their care.

 

What are the requirements?

  • Meet with the Food Program Coordinator to enroll in the program and determine reimbursement rate.
  • Serve nutritious meals as defined by the USDA.
  • Post menu for parent's information.
  • Complete and sumit monthly menu and meal counts.
  • Have all children in your care complete annual enrollment form.
  • Have three annual unannounced monitoring visits from the Food Program Coordinator.
  • Attend one annual CACFP training provided by sponsor.
  • Meet all childcare licensing requirements. 

 

  • Dental Program:
The Waldo County Dental Project (WCDP) is a voucher-based oral health program. Low income residents of Waldo County without dental insurance may be eligible for free or low cost dental services such as exams, simple fillings, extractions, cleanings, prevention education and dentures.  The WCDP has developed free dental hygiene clinics for uninsured children ages 19 months to 21 years. In addition, the WCDP also plans clinics for young adults aged 18-25 years old and senior citizens monthly for dental cleanings, oral cancer screenings and education.   • Economic Development:

Family Development Accounts (FDA): A saving program allowing income eligible families to establish savings accounts for home purchase, business development, or higher education.  Savings will be matched at a 2:1 ratio.
